公司创建于1995年，一直致力于高新技术产业和创新企业的创业投资；地址：华苑产业区物华道2号C-2，THIP。
投资领域：相对比较宽泛，华苑产业区的IT、BT、NE、NM都涉足，重点围绕新能源、生物材料、医疗器械及软件、中药保健品、机电一体化。
公司使命：发展具有自主知识产权的高新技术产业，培育天津新技术产业园区的优势企业。
公司员工具有博士、硕士及学士学位，并有多年相关职业背景。已投资十余家企业，计划三年内再投资15个项目，重点围绕华苑产业区孵化器内的具有自主创新点的中小型高新技术企业。

中小企业成长障碍与创业投资的合作模式

我们的投资偏好
公司首批投资额在200-500万元，二期投资额不超过1000万元，投资以产品或服务相对成熟，有技术和市场上的创新点，有运营经历的成长性创新企业为主要目标，这时目标企业年销售在2000万元以下，人员一般在50人以下。
公司投资不要求绝对控股，有时考虑相对控股，若是较小的股东可能要求一些特别保护条款；项目的发展需要不断的融入资金，有时为了吸引战略合作者的进入，在二次融资中投资公司会适时让渡一些股权和管理权。
有一点要说明的是，我们是国有的高新区投资公司，但并不代表政府（有些项目受政府委托除外），我们最关注的是项目的盈利性、成长性，一切专注于企业自身的发展别无其他。
拟建项目的投融资程序
项目调研时间：一个策划成熟的企业的可行性论证一般需要3-6个月，期间需要创业者的大力支持，我们会提供一些样本以加快速度，并考虑各种渠道加强与创业者的沟通，及时根据公司的投资策略和历史经验阶段性的给予创业者以较为确切的信息，以提高效率而不浪费双方的时间。
项目决策程序：投资经理论证可行的项目在投资公司内部还有一个决策的评价程序，决策过程大约1-3个月，在这期间，投资经理与创业者要就未来的合作契约、新公司的管理、业务模式进一步的探讨。可能由于公司的偏好不介入某个项目，但并不代表该项目不具有利益点和创新点，公司在征求创业者同意后会推荐给相关的投资人。
项目投资阶段：这一过程很快，投资公司主要关注创业者的诚信和委托管理责任，当然只是验证，这也是未来长期合作中投资公司最在意的地方。

Brief introduction
Tianjin Hi-tech Industry Park(THIP) Hi-tech Investment Management Co., Ltd.( HIM ) was founded in 1995, which has devoted itself to the development of the national hi-tech industry, and to the cultivation of innovative enterprises. Address:Floor 2, Blk.C, No.2 Wuhua Road, Huayuan Industry Park．
Investment fields：its investment mainly comes into the hi-tech projects in the field of new energy, Biological materials, medical equipment, Chinese traditional medicine and mechanical & electrical equipment etc.
Our mission: develop hi-tech industry with intellectual property and foster outstanding enterprises in THIP．
Each of our staff has at least a bachelor's degree and many year relevant professional background. We plan to invest 15 projects within three years. Our investment will focus on innovative enterprises of small and middle size．

One of HIMs’ aims is to cultivate core industry at THIP to make commitment to the hi-tech industry development at Huayuan Park. In the next ten years, HIM will try it best to cultivate backbone enterprises which belong to the advantageous industry, in order to foster new tax resource and improve image of Hi-tech Group.
Obstacle in the growth of the small and middle size enterpises and cooperation mode of VC
As the main force of future development of economy, privately owned small and middle size enterprises have played an important role on employment, tax, technology innovation etc. However it’s general effect under the background of cruel marketing competition, high fluidness and high rate of washing out and for the single enterprise , more effort should be made than a big enterprise .
Much patience are necessary when facing difficulties such as lack of fund, unperfected management, hazy development plan and waving of innovator thought. Internationally VC plays an very important role on the growth of small and middle size enterprise because its characteristic is fit for the need of the enterprise.
Its characteristic of direct financing can solve the contradiction of projects’ long growth period for fear that short period conduct happens due to the pressure of loan. Its character of benefiting from the increment of the project instead of profit sharing makes the problem of lack of flowing fund not that sharp. venture capital can also give enterprises helps in industry, fund, government and even marketing making use of its own network resource. And the most important thing is that VC can share experiences undergone by other projects with the entrepreneur in order to improve their ability and maturity of running their enterprises.
Certainly innovative investors are not charitarians, because they know that they can get much reward only when the enterprise they invest grow very fast.
Our investment trend
HIM usually invests 2-5million at the first stage and no more than 10 million at the second stage. We’d like to invest growing enterprise that not only has mature products/services with creative character and market potential but has operation experience. Our target enterprise should has annual sale below 20million and staff below 50．
HIM doesn’t ask to absolutely control the stock. Sometimes we would consider relatively control the stock. In case we are smaller stockholder we will demand some special items. In the process of developing more fund is needed. Sometimes we would release some stock and some management right in the process of the second financing in order to attract new strategic cooperator．
Although we are state owned investment company we don’t represent government. What we most care about is profit and growth of the enterprise.
Investment procedure
Project investigation period: the feasibility study of a deeply planned enterprise needs 3-6 months when we need the support of the innovator . For speeding, we will offer some sample and communicate with the innovator in many kinds of ways. At the same time we will give innovator accurate information periodically according to our investment strategy and experience so as to improve effectiveness
Project decision-making stage: project demonstrated by project manager should be appraised by Company Assessment Committee. This stage is about 1-3months.In this period , investment manager will have further discussion with the innovator about future cooperation contract, management of the new company and cooperation mode. There is a situation in which we will not invest the project not because of defect of the project itself but for that it doesn’t fit for our investment trend . In this case, we will recommend the project to other relative investor.
Project investment stage: this stage is very short . Investment company mainly cares about credit of the innovator and commission responsibility
